Problem:

TClientSocket does not release its handle when 
connection fails.  Because of this if 
TClientSocket.Open is called too many times the 
system (95/98) will crash, or the program will reset.

TNMNNTP Posting method always returns false

Workaround:

Some servers fail to provide proper posting 
information. We chose to always return False when 
we could not confirm that posting is allowed
