count when some (but not all) records are read from
a unidirectional query. Should return
DBIERR_NOTABLESUPPORT.

Add a new property
curEXACTRECCNTEXPENSIVE to cursor. Use
DbiGetProp() to see whether calling
DbiGetExactRecordCount() for this cursor is
expensive. The return value has type enum
EXACTRECCNTExpensive.

ODBC - ACCESS doesn't refresh data for a
COUNTER field if its the first column in the table.
Works okay if it's not the first column.
